The bill introduces a new section, 34-37.1-7, titled "Homeless Shelter Standard," which establishes the rights and standards for homeless shelter services in Rhode Island. It declares that all homeless individuals have the right to shelter services without discrimination based on political or religious beliefs, immigration status, former geographic location of residence, ethno-cultural background, (dis)ability, gender identity, criminal background, or sexual orientation. The bill mandates that shelters must not charge fees for services and must provide an atmosphere of dignity and respect for all residents, while being sensitive to the diverse ethno-specific and linguistic needs of individuals. It emphasizes the importance of privacy, safety, access to nutritious food, and states that service restrictions should only be applied as a last resort.

To ensure effective operation of homeless shelters, the bill establishes an eleven-member committee appointed by the chair of the Rhode Island Housing Resources Commission. This committee will draft regulations and provide recommendations regarding shelter operations, including standards for access, residents' rights and responsibilities, program standards, and health and safety protocols. The committee will also define the characteristics of a homeless shelter subject to these regulations and will address various topics such as admission and discharge guidelines, confidentiality, and emergency shelter standards. Additionally, the bill specifies that no regulations shall impose additional restrictions on individuals subject to community notification requirements. The act will take effect upon passage.
