The bill amends Section 39-1.1-2 of the General Laws concerning the termination of utility services for individuals who are disabled, seriously ill, or in arrears. It extends the forbearance of utility terminations for customers with serious illness certifications and establishes that the termination date shall be not less than three months from the receipt of written certification by the public utility. If the physician has failed to specify the length of the illness, or if the length is not readily ascertainable, the termination date will default to three months.

The bill also allows for an initial certification of serious illness to be made via telephone, with a requirement for written certification to be submitted within seven days. Additionally, customers may request a review of the exemption's continuation if the illness exceeds the specified duration. It is emphasized that while nontermination is granted, customers remain liable for any utility service charges incurred. This act will take effect upon passage.
