The resolution expresses profound sadness over the passing of Rufina Delizo Rice, the wife of former Rhode Island House Representative Michael A. Rice. Born in Baguio City, Philippines, Rufina, affectionately known as "Ping," had a rich educational background, earning a degree in history from the University of Baguio. She served as a language instructor for the U.S. Peace Corps, where she met her husband, Michael. After moving to the United States in 1984, she worked as a photographic technician at the University of California, Irvine, before becoming a dedicated daycare provider for nearly two decades, nurturing children connected to the University of Rhode Island and the U.S. Environmental Protection Agency Laboratory.

The resolution highlights Rufina's passions, including photography, gardening, and cooking, which brought joy to her family and friends. She is remembered for her loving and enriching presence in the lives of those around her. Rufina is survived by her husband, daughter Maria Isabel Rice, and siblings, while being predeceased by her parents and three siblings. The Rhode Island House of Representatives extends its deepest condolences to her family and directs the Secretary of State to transmit a certified copy of the resolution to them.
