The bill amends Chapter 31-3 of the General Laws to establish a special motor vehicle registration plate for the Blackstone Valley Tourism Council, Inc. This new section, 31-3-130, empowers the administrator of the division of motor vehicles to create and issue these special plates, which will reference the Council and the Blackstone River Valley Environmental Clean-up and Education Fund. The plates will be displayed in place of regular registration plates, and the original plates must be returned to the division of motor vehicles. The design of the plates will be developed by the Council in collaboration with the division and must be approved by the Rhode Island state police.

The bill also outlines the financial aspects associated with the special plates, including a $40 issuance surcharge, which will be allocated as follows: $20 to the general fund and $20 to the Blackstone Valley Tourism Council, Inc. for funding the Blackstone River Valley Environmental Clean-up and Education Fund. Additionally, a $10 surcharge will apply for subsequent registration renewals, which will be allocated to the Blackstone Valley Tourism Council, Inc. The Council is required to use any Rhode Island-sourced funds for the benefit of Rhode Island-based charitable organizations and must submit an annual accounting report before the distribution of these funds. The act will take effect six months after its passage.
