The resolution honors Ruth Ann Madsen, affectionately known as "Diamond," for her dedicated advocacy for individuals experiencing homelessness in Rhode Island. Madsen was deeply committed to improving the lives of those around her, tirelessly working to provide shelter and essential supplies such as warm clothing and sleeping bags to those in need. She volunteered with various organizations, including the George Wiley Center, Direct Action for Rights and Equality, and the Rhode Island Poor People's Campaign, and was actively involved in community efforts like the Friendship Breakfast at Mathewson Street United Methodist Church.

Madsen, who passed away on December 18, 2024, at the age of 56, was also a member of the Tenderloin Opera Company, which focuses on sharing the stories of homelessness through the arts. Born in St. Louis, Missouri, and raised in Connecticut, she was a talented figure skater and equestrian, known for her love of animals. The resolution not only commemorates her life and contributions but also calls for inspiration from her legacy to ensure dignity for all Rhode Islanders. The Secretary of State is directed to transmit a certified copy of the resolution to the Mathewson Street United Methodist Church.
