The resolution proposes an amendment to the rules governing the House of Representatives for the years 2025 and 2026. It establishes a limit of eighteen (18) bills or resolutions that a member may introduce during a legislative session, unless the introduction is approved by the Speaker. This limitation does not apply to certain types of legislation, including city or town bills, bills for reinstating corporate charters, bills relating to the solemnization of marriages, ceremonial resolutions of congratulations or condolence, appropriations and budget bills, bills creating or extending the reporting dates of study commissions, or bills introduced on behalf of a study commission by the commission's chairperson or other member with the approval of the Speaker.

Additionally, the resolution sets deadlines for filing bills and resolutions, specifying that they must be submitted by February 27, 2025, for the 2025 session and February 12, 2026, for the 2026 session. It also allows members to introduce a public bill or resolution after the filing deadline in explanation of its purpose, subject to the introduction limits imposed by this rule.
