The resolution amends section 7(d) of the House of Representatives' rules for the years 2023 and 2024, establishing a limit on the number of bills or resolutions a member can introduce during a legislative session. Specifically, each member may introduce a maximum of eighteen (18) bills or resolutions, unless the introduction is approved by the Speaker. This limitation does not apply to certain types of legislation, including city or town bills, bills for reinstating corporate charters, ceremonial resolutions, appropriations and budget bills, and bills related to study commissions.
Additionally, the resolution sets deadlines for filing bills and resolutions, with the new dates being February 27, 2025, for the 2025 session and February 12, 2026, for the 2026 session. Members may introduce public bills or resolutions after the filing deadline if they notify the House one day in advance, with a limit of three such introductions per calendar year. However, these introductions cannot occur after the fortieth legislative day unless approved by the Speaker. House Committees have the discretion to hear and consider these bills or resolutions.
