In 2023, the General Assembly mandated a review of the Early Childhood Governance (ECG) structure, which resulted in a report titled "RI Early Childhood Governance Systems Analysis" released in December 2023. The ECG Working Group decided against creating a new cabinet-level Office of Early Childhood Development and Learning, opting to maintain the existing "coordination" governance model. The group also provided recommendations for improvements, including enhanced data infrastructure, better intra-agency coordination, direct engagement with providers and families to establish success metrics, an annual unified budget submission and report on system spending and outcomes, updated quality standards and professional qualifications, effective delivery of support for early care and education professionals, a "no wrong door approach" for program enrollment, and a strategy for cross-agency family engagement and communication.

The resolution calls for the Children’s Cabinet to hold an open meeting by September 2024 to review the progress of these recommendations. It also instructs the Secretary of State to send certified copies of the resolution to the Early Childhood Governance Working Group, the Children’s Cabinet, the Children's Friend Board of Directors, and the Early Childhood Education/RI Department of Education, ensuring that these entities are informed of the legislative directive and the expectations for progress review.
