She was born in Providence, the daughter of Frank and Anna Bassi, and had siblings Maria Lauro, Frederick Bassi, and William Bassi. She was also an affectionate aunt to many nieces and a nephew.

Elena Ciccone had a career as a hairdresser after studying at Angelo's Hair Design and later worked at Laurel Hill Avenue School and the City of Providence Parks Department for 25 years, where she was a union member of LiUNA Local 1033. She was active in various organizations, including The Italo-American Club and the Cranston Post 8 Italian-American War Veterans Women's Auxiliary, and was a devout parishioner at Saint Bartholomew Church. Known for her vibrant personality, love for dining out, basketball games, and rescue dogs, Elena was also recognized for her stylish flair and generosity. The House has resolved to extend its deepest sympathy to her family and has directed the Secretary of State to transmit a certified copy of the resolution to Senator Ciccone and his family.
