Furthermore, the bill establishes the Clear River Electric and Water District, known as the "Clear River Electric and Water District Act of 2024," which will take over the electric and water utility functions from the Pascoag utility district and Harrisville fire district water department, excluding fire protection and emergency services. The new district's boundaries will align with the utility service areas of the Pascoag and Harrisville fire districts, and it will be governed by a board of utility commissioners. The bill grants the district broad powers to manage utility services, issue bonds, levy taxes, and exempts it from certain taxes. It also ensures the transfer of utility assets and obligations, classifies assets between the electric and water district and the fire district, and provides for the financial operations and securities of the new district. The act is set to take effect on January 1, 2025.
