The bill proposes an amendment to Chapter 31-25 of the General Laws, specifically adding a new section that imposes weight restrictions on Route 114A in East Providence. The new section, 31-25-27.13, prohibits the operation of through commercial vehicles on Route 114A between Pawtucket Avenue, East Providence, and the Massachusetts state line. The definition of a commercial vehicle for the purposes of this restriction includes vehicles with a gross combination weight rating of 35,001 pounds or more, vehicles towing units over 10,000 pounds, vehicles with a gross vehicle weight rating of 26,001 pounds or more, vehicles designed to transport 16 or more passengers including the driver, and vehicles transporting hazardous materials requiring placarding according to federal regulations.
Exceptions to this restriction include emergency vehicles such as fire trucks, public works department trucks, state department of transportation trucks, police vehicles, ambulances, school buses, buses serving the area, and other trucks delivering goods to residences or buildings within the towns bordering the specified streets. Farm vehicles registered with farm plates are also exempt. Violations of this section will result in a fine of $55.00 for a first offense and $110.00 for subsequent offenses. The act is set to take effect thirty days after its passage.
