The resolution extends the mandate of a special House commission tasked with reviewing and providing recommendations on policies related to economic and social issues arising from short-term rentals. The commission, initially established by resolution No. 422 and approved on June 14, 2023, is now authorized to continue its study and report its findings to the House of Representatives by September 30, 2025, with an expiration date for the commission set for December 10, 2025. The previous deadline for reporting, set for March 15, 2024, has been rescinded.

The commission's purpose has been amended and expanded to include a comprehensive study of the effects and impact of short-term rentals on the State of Rhode Island, its municipalities, and the tourism industry. This study will encompass a review of existing statutes, the registration and enforcement process, taxation, the impact on local housing and neighborhoods, health and safety concerns, and best practices from other states. The commission will also engage with various stakeholders, establish a working definition of "short-term rentals," and work towards developing consistent state policies and enforcement mechanisms, including coordination with municipal systems and ensuring tax compliance. The commission aims to propose policies and systems to improve regulation and oversight of short-term rentals by December 15, 2024, for certain objectives, and by December 15, 2025, for developing a baseline state policy/framework.
