The bill amends Section 46-32-7 of the General Laws in Chapter 46-32, which is focused on addressing per- and polyfluoroalkyl substances (PFAS) contamination in drinking water, groundwater, and surface waters. The amendment requires the director of the department of environmental management to publish a plan by November 1, 2023, for a statewide investigation of potential PFAS contamination sources. This plan will include a pilot project conducted by the director of the department of health to evaluate the maximum number of PFAS detectable using standard laboratory methods, rather than just total PFAS as previously stated. The implementation of this plan is to begin by January 1, 2024.

Additionally, the bill changes the deadline for all public water systems in the state, with the exception of transient, non-community water systems, to monitor raw, untreated drinking water for PFAS. The new deadline is extended from June 1, 2024, to June 1, 2025. The bill specifies that the monitoring should be for the maximum number of PFAS detectable from standard laboratory methods. The act will take effect immediately upon passage.
