This resolution acknowledges the prevalence of high cholesterol and heart disease in the United States and specifically in Rhode Island, where heart disease is the leading cause of death. It recognizes the importance of understanding cholesterol, its types—LDL and HDL—and the genetic risks associated with heart disease, such as familial hypercholesterolemia (FH) and elevated lipoprotein(a) (Lp(a)). The resolution also notes the disparities in heart disease death rates among Black Rhode Islanders and supports national efforts like the LDL-Action Summit and the CDC's Million Hearts program aimed at reducing cardiovascular events.

The resolution declares February 2024 as "American Heart Month" in Rhode Island to raise public awareness about heart disease and cholesterol-related illnesses. It supports initiatives to increase awareness of heart disease, cholesterol, and the importance of lipid-lowering treatments. Furthermore, the resolution requests that the Rhode Island State Department of Health dedicate resources to address cardiovascular disease and improve cholesterol screenings for its residents. It also instructs the Secretary of State to send certified copies of the resolution to the Director of the Rhode Island State Department of Health and the American Heart Association – Rhode Island.
