The bill amends the "Homeless Bill of Rights" to enhance the rights and privileges of individuals experiencing homelessness. New rights are inserted, including the right to live in clean and sanitary conditions with access to trash receptacles and toilet facilities, and the right to collaborate with outreach and social workers. Additionally, the bill renumbers existing rights to accommodate these insertions. It also introduces penalties for intentional violations of the rights recognized in the chapter, with fines of $500 per violation, which are to be used for housing stabilization services or to address other issues related to homelessness.

Furthermore, the bill mandates that police and public works departments adopt written policies to comply with the requirements of the chapter, including recognizing the reasonable expectation of privacy a homeless person has in their tent and prohibiting unreasonable searches. It also stipulates that a 60-day notice must be given before any enforcement action to relocate or vacate persons from an encampment on public property, and reasonable alternatives for relocation must be provided in collaboration with outreach and social workers. The act is set to take effect upon passage, updating the existing Homeless Bill of Rights to include these new provisions and protections.
