The bill amends the "Homeless Bill of Rights" in the General Laws to further protect the rights of individuals experiencing homelessness. It introduces new rights, such as the right to access trash receptacles and toilet facilities to maintain clean and sanitary conditions, and the right to privacy in temporary housing, including tents, akin to that in a permanent residence. The bill also outlines the right to bring a civil action in superior court for violations of this chapter, and specifies that violators can be fined $2,500 per violation, with collected fines directed to the Rhode Island Department of Housing for housing stabilization services or to address other issues related to homelessness.

Additionally, the bill requires police and public works departments to adopt written policies ensuring compliance with the chapter's requirements, including recognizing the privacy of a homeless person's tent and prohibiting unreasonable searches. It also mandates a 60-day written notice before any enforcement action to relocate or vacate encampments on public property, provision of reasonable relocation alternatives, and the maintenance of personal property found onsite for at least 30 days post-enforcement action. The act is set to take effect upon passage and includes measures to ensure that the rights of homeless individuals are respected and that they have access to necessary services and protections.
