The bill introduces a new chapter, Chapter 10.5, titled "State Identification Cards for Minors Without Residence Act," to Title 31 of the General Laws. The bill also amends Sections 23-3-24 and 23-3-25 of the General Laws in Chapter 23-3 entitled "Vital Records." It allows minors at least 16 years old, who either do not have a residence address or are in DCYF custody, to receive a certified copy of their birth registration without the signature of a parent, guardian, or foster parent, and without being charged a fee by the state registrar. The bill would take effect upon passage, enabling eligible minors to obtain identification and vital records, which are essential for various legal, educational, and social services.
