The "Fill the Frontline Human Services FTE Accountability Act" is a legislative proposal that mandates the creation of a "human services transparency FTE portal" by the Department of Administration, specifically through the division of enterprise technology strategy and services (ETSS) or any successor division. This portal is designed to provide detailed accounting for the allocation of full-time equivalent positions (FTEs) funded by the Department of Children, Youth and Families, and the Department of Human Services. The portal will display information disaggregated by job classification, title, and the number of positions filled, as well as the number of funded positions per job classification title. It will be updated monthly and include a timestamp for each update. The portal is expected to cover a range of human services positions, including social caseworkers, supervisors, child protective investigators, clinical social workers, policy specialists, programming services officers, epidemiologists, and various other roles within the sector.

The act specifies that the portal should provide a side-by-side comparison of the number of FTEs per classification allotted in the annual state budget against the number of vacancies, with monthly updates for ongoing comparison. The format of the information will align with the personnel sections of the governor's January budget proposals on the office of management and budget website. Starting from August 2024, the portal will also include additional columns to reflect the finalized fiscal year data, and any revisions or supplemental budgets enacted thereafter. The intent is to maintain transparency and accountability in the staffing of human services positions. The act will take effect immediately upon passage.
