The bill proposes the establishment of the Behavioral Health Education, Training, and Coordination Fund within Title 23 of the General Laws, specifically as a new chapter (Chapter 100). This fund is designed to support programs used for educational purposes, training, and coordination of mental health or substance use disorder treatment providers. The bill defines "behavioral health," "eligible organizations," and "eligible services," and outlines the administration of the fund, which includes the collection of sums from a taxpayer check-off and other contributions. Monies received are to be distributed annually to certified eligible organizations for the purpose of providing education, training, or coordination of behavioral health treatment or service providers.

Additionally, the bill amends Section 44-30-2.11 of the General Laws in Chapter 44-30 entitled "Personal Income Tax" to include a provision for taxpayers to contribute a portion of their tax refund to the Substance Use and Mental Health Leadership Council of RI. It also introduces a new section (44-30-2.12) that allows for contributions to the newly established Behavioral Health Education, Training, and Coordination Fund. These contributions will be collected via the state personal income tax return and are set to commence for returns filed for the tax year ending December 31, 2024. The act is set to take effect upon passage.
