The bill amends Section 40-6-8 of the General Laws in Chapter 40-6, entitled "Public Assistance Act," to update the terminology and provisions related to the Supplemental Nutrition Assistance Program (SNAP), formerly known as the food stamp program. The bill mandates that all references to food stamps in Rhode Island general laws be interpreted in accordance with SNAP. It outlines the responsibilities of the department in administering SNAP, including submitting plans to the federal government, reporting, and ensuring compliance. The bill also states that the department is responsible for paying the state's share of administrative costs for SNAP and removes the ineligibility for food stamp benefits due to certain restrictions imposed by the Personal Responsibility and Work Opportunity Reconciliation Act of 1996.

Furthermore, the bill introduces new provisions that, starting July 1, 2024, will allow eligible households to receive an additional $40.00 per month in SNAP benefits. This additional benefit is available to households with minor children under 18, households with a person with a disability as defined by the Americans with Disabilities Act, and any person eligible for SNAP benefits who is 60 years of age or older. Each qualifying household or individual is limited to one additional $40.00 benefit per month. The act is set to take effect upon passage.
