The bill amends Section 23-12.9-2 of the General Laws in Chapter 23-12.9, which is entitled "Dense Breast Notification and Education." The amendment removes the requirement for the Rhode Island Cancer Council to implement public health policy goals related to dense breast notification. Instead, all healthcare facilities that perform mammography examinations are mandated to include information in the mammography report that identifies the patient’s individual Breast Tissue Classification based on the Breast Imaging Reporting and Data System established by the American College of Radiology. The bill also replaces the previous dense breast tissue notification language with the mandated FDA National Reporting Standard for breast density patient notification language.

The deleted language previously included a detailed explanation about the implications of dense breast tissue and the potential benefits of supplementary screening tests. The bill removes this language and instead requires the inclusion of the FDA's standard notification language in the notice to the patient. The act is set to take effect upon passage and aims to align patient notification with the FDA's national reporting standards following a mammogram.
