The bill amends Chapter 39-14 of the General Laws, specifically concerning "Taxicabs and Limited Public Motor Vehicles," by adding new rules for the operation of taxicabs. The new provisions include a limitation on the use of taxicabs beyond an odometer reading of 300,000 miles or ten model years, whichever comes first. Additionally, it stipulates that no motor vehicle can be put into service as a taxicab if it is more than eight model years old.

However, the bill allows for exceptions to these rules. If a vehicle is in extraordinary condition, the certificate holder may petition the administrator of the division of public utilities for an exemption from the mileage and age restrictions. To be granted an exemption, the petitioner must demonstrate that the vehicle is as acceptable to the public as newer taxicabs, shows minimal signs of wear, and appears and functions in relatively "original" condition. The act is set to take effect upon passage.
