The bill amends Section 31-6-6 of the General Laws in Chapter 31-6 entitled "Registration Fees" to update the list of vehicles that are exempt from registration fees. The amendment specifically adds the Rhode Island Disaster Medical Assistance Team, Inc. (RIDMAT), a domestic nonprofit corporation incorporated on January 24, 2002, to the list of organizations whose motor vehicles and trailers are exempt from such fees. The list includes various other organizations such as American Legion bloodmobiles, chapters of the American Red Cross, ambulance corps, volunteer fire departments, and vehicles used for rescue work, among others.

The bill details that each exempt organization may still be required to pay the cost price of the number plates or markers required to be displayed on its vehicles. The amendment is set to take effect one year after its passage. The legislative council explains that the purpose of this amendment is to exempt RIDMAT from paying certain vehicle registration fees.
