The bill amends Section 31-3-93 of the General Laws in Chapter 31-3, "Registration of Vehicles," to introduce a special motor vehicle registration plate for the Gloria Gemma Breast Cancer Resource Foundation. The bill removes the specific requirement for a minimum pre-paid order of at least nine hundred (900) sets of passenger plates and instead requires compliance with § 31-3-117, which relates to the number of minimum pre-paid orders of plates per plate type (such as passenger, commercial, etc.). The design of the plates will be in conjunction with the division of motor vehicles and with final approval from the Rhode Island state police. The Gloria Gemma Breast Cancer Resource Foundation is responsible for handling the initial order and must meet the minimum order requirements before the plates are produced.
Additional provisions in the bill include a forty dollar ($40.00) issuance surcharge for the special plates, with twenty dollars ($20.00) going to the division of motor vehicles manufacturing account and the remaining twenty dollars ($20.00) distributed annually to the Gloria Gemma Breast Cancer Resource Foundation. A new insertion to the law includes a ten-dollar ($10.00) surcharge for subsequent registration renewals, which will also go to the foundation. The foundation is required to submit an annual audit and use any Rhode Island sourced funds for the benefit of Rhode Island. There will be no refunds for early cancellation of the plates. The act will take effect six months after passage.
