The bill amends the General Laws in Chapter 11-47 entitled "Weapons" to enhance regulations on the safe storage of firearms. It requires that firearms be stored in a locked container or secured with a tamper-resistant mechanical lock or other safety device. The bill updates the definition of a "child" from under sixteen to under eighteen years old and introduces penalties for unsafe storage, including fines and potential imprisonment for repeat offenses. It also establishes criminal storage of a firearm in the first and second degrees, with varying levels of severity and corresponding penalties, including imprisonment and fines if the firearm is used in a crime or causes injury.

Furthermore, the bill requires licensed retail dealers to provide a trigger lock or other safety device with every pistol, rifle, or shotgun sold and mandates the display of informational signs about safe storage and the risks of firearms in the home. These signs must be in English and Spanish and include information on the 988 Suicide and Crisis hotline. The bill also includes provisions for the attorney general to consider the impact of accidental shootings when deciding on prosecution and focuses on prosecuting only those who have shown gross negligence. Additionally, the Department of Health and the Department of Education are tasked with creating and distributing informational materials on secure gun storage and behavioral health resources to firearm purchasers and students' families, respectively. The act will take effect immediately upon passage.
