The bill amends Section 37-2-82 of the General Laws in Chapter 37-2 entitled "State Purchases" to require that all public works renovation projects over $1 million and all new construction projects over $5 million that include glazing work must use North American Contractor Certification (NACC) certified companies. Starting July 1, 2024, at least one worker on such projects must be certified by the Architectural Glass and Metal Technician (AGMT) program, with increasing percentages of AGMT certified workers required in subsequent years. The term "glazing work" is defined to include a variety of glass and metal architectural installations.

The bill also introduces new enforcement and penalty provisions. The Department of Labor and Training is given authority to enforce these provisions, with the ability to hold hearings, issue subpoenas, and administer oaths. Violations can result in civil penalties ranging from $1,500 to $3,000 and may lead to the revocation of professional or occupational licenses, especially if the violation is intentional or egregious. These changes are applicable to all public works projects that meet the criteria and will take effect on January 30, 2025.
