The bill amends Section 37-2-82 of the General Laws in Chapter 37-2, titled "State Purchases," to require that all public works renovation projects over $1 million and new construction projects over $5 million that include glazing work must use North American Contractor Certification (NACC) certified companies. It also stipulates a phased approach to having architectural glass and metal technician (AGMT) certified workers on site, starting with at least one from July 1, 2024, and increasing to 50% of the crew by January 1, 2027. The term "glazing work" is defined to include a variety of glass and metal installation and replacement tasks.

The bill also introduces new enforcement and penalty provisions. The Department of Labor and Training is given the authority to enforce the chapter's provisions, with the ability to conduct hearings, issue subpoenas, and administer oaths. Violations can result in civil penalties ranging from $1,500 to $3,000 and may lead to the revocation of professional or occupational licenses if the violation is intentional or egregious. The act is set to take effect on January 30, 2025.
