The bill amends Section 37-2-82 of the General Laws in Chapter 37-2, titled "State Purchases," to require that all public works renovation projects over $1 million and new construction projects over $5 million that include glazing work must use North American Contractor Certification (NACC) certified companies. It also mandates that from July 1, 2024, at least one architectural glass and metal technician (AGMT) certified worker must be employed by the company or contractor. The requirement escalates such that by January 1, 2026, 25% of each crew must be AGMT certified, and by January 1, 2027, this increases to 50% of the crew. The term "glazing work" is defined to include a variety of glass and metal architectural installations.

The bill also introduces new provisions for the enforcement of these requirements by the department of labor and training, including the process for hearings, adjudication, and the issuance of subpoenas. Violations can result in civil penalties ranging from $1,500 to $3,000 and may lead to the revocation of professional or occupational licenses, especially if the violation is intentional or egregious. The enforcement provisions apply to all public works projects that meet the criteria specified in the section. The act is set to take effect on January 30, 2025.
