This bill amends the Rhode Island Housing and Resources Act of 1998 to require that all new construction for low- and moderate-income housing, starting January 1, 2025, be constructed using universal design principles. These principles include uniform accessibility, inclusivity, adaptability, safety, and wayfinding. Developers must submit project plans that demonstrate compliance with these principles to local building authorities for approval. Local building authorities are responsible for reviewing and approving construction plans based on their adherence to universal design principles. Developers found to be in violation of this requirement may be subject to penalties or fines. The Rhode Island housing resources agency is tasked with developing public awareness campaigns and educational programs to promote the understanding and adoption of universal design principles, as well as promulgating rules and regulations to implement this section. This act would take effect upon passage.
