The resolution addresses the planned construction and operation of Revolution Wind, an offshore wind farm project by Revolution Wind, LLC, which will be located approximately 15 miles south of the Rhode Island coast. The project aims to provide Rhode Island with approximately 400 megawatts of power and involves the installation of up to 79 offshore wind turbine generators. Additionally, the project proposes two submarine export transmission cables to run through a 23-mile corridor in Rhode Island state waters, with a total lease area of 3,658 acres.

The resolution outlines the General Assembly's findings that the Coastal Resources Management Council (CRMC) and Revolution Wind, LLC have reached an agreement on conditions for the project, which is consistent with Rhode Island's approved management program. Consequently, the General Assembly authorizes the CRMC to enter into a submerged land lease for the cables' installation and associated activities. The lease will have an initial term of no more than 25 years and will include a total lease payment of at least $2,000,000.00, along with other mutually agreed terms and conditions in accordance with applicable law and CRMC regulations.
