This resolution proposes the creation of a special joint legislative commission to address the challenges faced by the Providence Public Schools (PPS), the largest school district in Rhode Island. The PPS is characterized by a diverse student body with a high percentage of English Language Learners and a significant proportion of students qualifying for free or reduced lunch. The district faces issues such as academic underperformance and declining enrollment due to transfers to charter schools. The existing framework for public education delivery has not been significantly updated in many years, and the quality of education is heavily dependent on the professional educators within the schools.

The commission will consist of nine members, including legislators, a representative from the Rhode Island Department of Education, and non-voting advisory members with educational experience. Its mandate is to review professional standards and labor-management relationships as defined by state law and to develop recommendations that promote a rewarding professional environment with greater school-based flexibility and accountability for educators. The commission is to provide its recommendations to the General Assembly by January 24, 2024, and will dissolve on June 30, 2024. State departments and agencies are required to assist the commission as needed, and the Joint Committee on Legislative Services will provide the necessary quarters for the commission's operation.
