This bill would amend the Residential Landlord and Tenant Act to require all landlords to register certain information with the Department of Health. This information includes the names of landlords or business entities responsible for leasing, contact information, and information necessary to identify each dwelling unit. Landlords of pre-1978 properties would also need to provide a valid certificate of conformance with the lead hazard mitigation act. Failure to comply with the registration requirements would result in civil fines. Additionally, landlords who are not in compliance would be prevented from suing tenants for non-payment of rent. The bill would take effect upon passage.
