The bill amends Section 31-3-3 of the General Laws in Chapter 31-3, entitled "Registration of Vehicles," to include new provisions regarding the application process for vehicle registration. The bill specifies that every vehicle owner must apply for registration using the appropriate forms provided by the division of motor vehicles. The application must be signed by the owner and acknowledged before a person authorized to administer oaths or as authorized under a new subsection (b). The application must include the owner's personal or business address, a description of the vehicle, a statement about liability insurance, and any other information required by the division of motor vehicles to determine the vehicle's eligibility for registration. Additionally, the exact mileage reading from the vehicle on the date of application must be provided.

The bill introduces a new subsection (b), which requires the administrator of the division of motor vehicles to prescribe and/or approve a limited power-of-attorney form that can be used for vehicle registrations. Subsection (c) mandates the administrator to promulgate rules and regulations for the use of this form, which must include an attestation by the vehicle owner granting permission for another person to register the vehicle on their behalf. The limited power of attorney must be witnessed and executed before a notary public and include the information described in subsections (a)(1) through (a)(5). The act is set to take effect on January 1, 2024.
