This bill, titled the "Statewide Mandatory Rental Registry Act," would require all landlords to register certain information with the Department of Health. This information includes the names of landlords or business entities responsible for leasing, contact information, and information necessary to identify each dwelling unit. Landlords of pre-1978 properties would also need to provide a valid certificate of conformance with the lead hazard mitigation act. The Department of Health would create a publicly accessible online database containing this information. Landlords who fail to comply with the registration requirements would be subject to civil fines. Additionally, landlords who do not comply with the registration requirements would be prohibited from suing a tenant for non-payment of rent. This act would take effect upon passage.
