This resolution acknowledges the challenges faced by incarcerated women, who are often low-income, minoritized, mothers, and have less educational and work experience than the general population. They also commonly suffer from mental illness, drug abuse, PTSD, and substance-use disorders, frequently stemming from past abuse. A recent panel in Rhode Island identified a critical need for more support services and transitional housing for women in the criminal justice system.

To address these issues, the Rhode Island House of Representatives requests that the RI Department of Human Services, in consultation with the RI Department of Corrections, submit a comprehensive report by January 5, 2024. The report should cover a range of topics including transitional housing options, support for obtaining stable housing, organizations offering housing services, access to social and support services, healthcare needs, post-release supervision, continuous reentry planning, drug treatment, job training, educational services, and the development of new employment opportunities for formerly incarcerated women. The resolution also calls for the Secretary of State to send certified copies of the resolution to relevant state officials.
