The bill proposes the addition of a new chapter, Chapter 99, to Title 23 of the General Laws, entitled "HEALTH AND SAFETY." This new chapter, named "COVID-19 Immunization Mandate Prohibited," would prevent any governmental entity from implementing, requiring, or enforcing a COVID-19 immunization mandate. The definition of a "governmental entity" is broad, encompassing various state and local bodies, departments, agencies, and other entities that perform governmental functions, including those acting on behalf of public agencies.

The bill also establishes a mechanism for individuals to file complaints with the office of the attorney general if they believe a governmental entity has violated the provisions prohibiting COVID-19 immunization mandates. The attorney general's office is tasked with investigating these complaints and can issue civil penalties of up to $1,000 per violation, payable to the aggrieved individual. Additionally, the bill prohibits governmental entities from discriminating against individuals or imposing civil or criminal penalties on those who refuse COVID-19 vaccination. The act would become effective immediately upon passage.
