The bill amends Section 23-27.3-108.2 of the General Laws in Chapter 23-27.3 entitled "State Building Code" to specify that the enforcement of the state building code for structures or buildings constructed or owned by a municipality on state-owned or state-jurisdiction land will be the responsibility of the local municipal building official. Additionally, any permitting fees collected in such cases will be remitted to the local municipality. This amendment clarifies the division of authority and financial flow between state and local entities regarding building code enforcement and permitting fees for municipal projects on state land.

The bill also outlines the duties of the state building commissioner, including the enforcement of the code for state-owned structures, the establishment of permit fees, the development of a standard statewide process for electronic plan review, permit management, and inspection, and the coordination with the state fire marshal. The building commissioner is also tasked with submitting annual reports to the governor and general assembly on the status of the web-accessible service/system implementation and compliance by municipalities. The act will take effect upon passage.
