The bill amends existing laws to require that individual or group health insurance contracts, plans, or policies that provide medical coverage, including physician services and major medical coverage, must also cover diabetes treatment equipment and supplies. These supplies include blood glucose monitors, test strips, insulin, and other related items, as well as diabetes self-management education and medical nutrition therapy when prescribed by a physician. The bill also specifies that any new or improved diabetes equipment and supplies approved by the FDA must be covered when prescribed by a physician.

Furthermore, the bill introduces a cost cap for diabetes equipment and supplies, which will be effective starting January 1, 2024. This cap limits out-of-pocket costs to no more than $25 per a 30-day supply or per item intended for use longer than 30 days, and these costs will not be subject to an annual deductible. However, if the application of this cap before meeting a plan's deductible would result in health savings account ineligibility under 26 U.S.C. ยง 223, the cap will only apply after the deductible is met. The bill will take effect upon passage and applies to state employee health insurance plans upon the next purchase or renewal by the director of administration.
