Similarly, the bill defines "custom vehicles" as those at least 25 years old or resembling such vehicles, with alterations or non-original body materials. The model year on the registration certificate or title will correspond to the year the vehicle's body resembles. Custom vehicles also have a one-time pre-registration surcharge of $50 and are subject to regular registration fees. Owners must certify limited use and provide safety inspection proof. Custom vehicles will receive special plates, are exempt from periodic and emission inspections, and may use blue dot tail lights. The act will take effect upon passage, changing the reference from the title to the registration certificate for both street rods and custom vehicles.
