The bill proposes amendments to the General Laws concerning bicycle operation, right-of-way, speed restrictions, and aggressive driving. It updates how bicyclists should signal turns and stops, and allows them to proceed through stop signs and red lights after yielding and slowing down, without a full stop, unless safety dictates otherwise. The bill also specifies the proper positioning for bicyclists when preparing to turn and reinforces the requirement to yield to pedestrians. Additionally, it mandates that drivers must yield to bicyclists at crossings and intersections and prohibits passing vehicles that have stopped for bicyclists. Violations will result in fines.
The bill further introduces a reckless driver accountability program, which includes educational classes based on restorative justice. It requires vehicle owners with multiple violations to enroll in and complete this program to avoid vehicle impoundment. The bill sets forth conditions for vehicle impoundment and release, and outlines the process for vehicle owners with excessive violations to enroll in the program to prevent impoundment. It also mandates the development of a highway safety curriculum for K-12 public and charter schools in Rhode Island, which includes bicycle safety, traffic laws, and pedestrian practices. The act is scheduled to take effect on January 1, 2024.
