The bill proposes amendments to the Rhode Island General Laws to address the shortage of qualified drivers for the Rhode Island Public Transportation Authority (RIPTA). It recognizes the importance of public transportation to the state's economy and welfare and aims to implement comprehensive measures to increase the number of qualified RIPTA drivers. To achieve this, the bill introduces a new section, 42-102-14, to Chapter 42-102 entitled "Governor’s Workforce Board Rhode Island." This section mandates the creation of a program by the workforce board, in consultation with RIPTA and the division of motor vehicles, to assist in hiring and retaining additional drivers. The program includes outreach to diverse communities, specialized instruction provided by the department of labor and training, and the issuance of certificates of participation to waive all fees required for acquiring employment as a public transportation driver.

Additionally, the bill amends Section 31-10.3-20 of the "Rhode Island Uniform Commercial Driver’s License Act" to waive fees for commercial licenses, endorsements, classifications, restrictions, and examinations for applicants who present a certificate of participation from the program established under the new section 42-102-14. The bill aims to encourage a diverse and robust pool of applicants for RIPTA driver positions by providing incentives such as fee waivers and specialized training. The act would take effect immediately upon passage, and the Governor's Workforce Board is authorized to promulgate rules and regulations in consultation with RIPTA to implement the provisions of this section.
