The bill amends sections 11-47-11 and 11-47-18 of the General Laws in Chapter 11-47 entitled "Weapons." It introduces changes to the process of issuing licenses or permits to carry concealed pistols or revolvers. The amendment removes the provision that allowed individuals with a concealed carry permit from another state to obtain a permit in the city or town of Rhode Island. Now, only residents or those with a place of business within the city or town, or any person over twenty-one years of age, can be issued a license or permit if they demonstrate a need to fear injury to their person or property, or have any other proper reason for carrying a firearm, and are deemed suitable to be licensed. The license or permit will not contain the serial number of any firearm, and the licensing authority and its agents are immune from suit based on their official acts or decisions made in good faith under this chapter.

Additionally, the bill specifies that the attorney general may issue a license or permit to carry a pistol or revolver to any person over twenty-one years of age upon showing a need, regardless of whether the person's residence is in Rhode Island or another state. Retired police officers who have served at least twenty years or retired due to physical disability (excluding psychological impairment) and are in good standing may also be issued a license or permit by the attorney general. The bill also includes provisions to protect the privacy of individuals who hold or have held a license or permit, prohibiting the release of personal information except for statistical data or in response to lawful subpoenas in legal actions. The act will take effect upon passage.
