I plan to introduce legislation amending the Public School Code to establish the Pennsylvania Dual Credit Higher Education Directory, a single, public, online resource with standardized information about dual credit programs across the Commonwealth.

Dual credit allows high school students to earn high school and college credit at the same time.  It can shorten the path to a degree or credential and lower college costs for families.  But the information students, parents, and school leaders need to make good decisions is scattered across individual college websites and is often inconsistent or incomplete.  A school district looking for a college partner, or a family trying to figure out whether credits will transfer, has no easy way to compare options.

My legislation will direct the Department of Education (, working with the State Board of Higher Education, to build and maintain a directory with comparable information on every dual credit provider, including:
  • Course offerings, delivery models, prerequisites and minimum enrollment thresholds.
  • Program quality, including National Alliance of Concurrent Enrollment Partnerships (NACEP) accreditation status or other quality assurance practices.
  • Alignment with career pathways, in-demand workforce fields and industry credentials.
  • Credit transferability and articulation agreements.
  • Tuition and fees in a standardized format, plus waiver and discount criteria.
  • Teacher credentialing requirements and supports.
  • Student supports, admission benefits, and outcome data.
Beginning in the 2027-2028 academic year, providers would submit this information annually, and whenever their programs change materially.  The State Board of Higher Education would verify it.  Providers that don’t submit complete information would be flagged in the directory and would not be eligible for Dual Credit Innovation Grants.

The Department will report each year to the Governor and General Assembly on the directory, on geographic and demographic gaps in dual credit access, and on recommendations for improvement.

This directory will give families clear, comparable information, help school entities find strong partners, and give policymakers the data they need to expand access to dual credit statewide.
