Everyday, thousands of Pennsylvanians clock into jobs that fail to provide them with livable wages and benefits. When employers pay subpar wages and offer unaffordable or inadequate benefits, workers are then forced to rely on state public assistance programs, like Medicaid. 
 
Medicaid is a safe, fiscally responsible, time-tested program that has helped Americans access healthcare and medicine for decades. But employers who drive their workers to utilize Medicaid because of their low wages and benefits don’t actually pay what they owe into the program. According to The Medicaid and CHIP Payment and Access Commission (MACPAC), Pennsylvania spent an average of $7,717 per non-disabled adult Medicaid enrollee in 2023. It is time that the large corporations that rely on Medicaid to subsidize the healthcare of their employees chip in a reasonable contribution to the program that they rely on to support a healthy workforce. 
 
The Medical Assistance Accountability Act requires employers with high amounts of non-disabled, full-time workers enrolled in Medicaid to pay what they owe towards our state’s Medicaid program. The Medical Assistance Accountability Act in Pennsylvania will expand access to healthcare, incentivize better jobs with better benefits, help hospitals stay open, and protect taxpayers' hard-earned money.
