In the near future we will introduce legislation that creates a path to more reliable and affordable electricity for Pennsylvanians by setting attainable targets on the procurement of long duration grid-stabilizing battery storage technology. At least 13 other states have established similar programs or legislative thresholds including Massachusetts, New York, New Jersey, Maryland, Virginia, and Texas.

Our bill will set a goal for electric utility companies to procure three gigawatts of battery storage by 2033, helping to manage electricity demand spikes while improving grid reliability.

During heat waves or other weather emergencies, production onto the grid cannot meet demand resulting in the use of higher cost generation sources, higher prices for consumers, and more stress on grid infrastructure. Recent advancements in battery technology can help to better close the gap between supply and demand. Batteries can be charged during low demand periods, stored with cheaper energy sources and then discharged during peak periods.

Therefore, we believe that grid-stabilizing battery storage needs to be a part of the commonwealth’s plan to address rising costs and price volatility. For this reason, we will soon introduce companion legislation to House Bill 2380 to diversify and modernize our infrastructure for consumers.

We hope you will consider joining us in co-sponsoring this legislation.
