Substance use disorders have impacted every community in Pennsylvania. According to drug and alcohol recovery advocates, more than two million residents will experience a substance use disorder during their lifetime. Meanwhile, more than one million Pennsylvanians are living in long-term recovery, demonstrating that recovery is not only possible but a significant public health success. Every county in Pennsylvania has been affected by substance use disorders. Individuals in recovery strengthen our Commonwealth as parents, workers, business owners, volunteers, and community leaders.
 
This legislation would establish the Pennsylvania Recovery Organizations Alliance (PRO-A) specialty license plate to recognize and celebrate recovery from substance use disorder while increasing public awareness and reducing stigma. The plate would serve as a visible symbol of hope, resilience, and support for the millions of Pennsylvanians whose lives have been transformed through recovery.
 
Proceeds from the specialty plate would benefit the Pennsylvania Recovery Organizations Alliance (PRO-A) to strengthen recovery support services, expand public education, leadership development, advocacy, technical assistance, and promote innovative programs for recovery organizations across the Commonwealth. Increased visibility about recovery in our communities help fight the stigma by bringing the conversation to the forefront and individuals feel encouraged to seek help which will have a positive effect on long-term health and economic outcomes.
