The Civil Service Commission plays a central role in overseeing recruitment, hiring, employment appeals, and merit‑based standards for thousands of Commonwealth employees. The Commission’s decisions affect agencies statewide, yet its statutory composition does not guarantee that perspectives from across Pennsylvania are adequately represented.
 
The three-member commission structure can limit geographic diversity, reduce regional insight, and place substantial responsibility on a narrow set of appointees. Expanding the Commission provides an opportunity to strengthen governance and ensure that public‑sector employment policies are informed by a broader statewide viewpoint.
 
That is why I am proposing to amend the Civil Service Act to update the structure of the State Civil Service Commission to provide for more balanced geographic representation across the Commonwealth. My legislation would expand the Commission from its current three‑member composition to a five‑member body and require each Commissioner to be from a different congressional district.
