Artificial intelligence is transforming Pennsylvania's economy, workforce, and research institutions, creating significant opportunities while introducing emerging risks that call for responsible development. Pennsylvania has an opportunity to encourage innovation while promoting transparency, public trust, and responsible use of advanced artificial intelligence technologies.

I plan to introduce legislation establishing a balanced, risk-based framework for developers of the most advanced AI systems. Drawing on legislative approaches and best practices from Illinois, New York, and California, this legislation creates a Pennsylvania approach focused on accountability, risk management, and preparedness for significant AI safety concerns.

The bill would establish reasonable expectations for safety practices and incident reporting while protecting trade secrets, proprietary information, and innovation. It does not create a new regulatory agency or impose unnecessary requirements that could discourage research, investment, or technological development.
