For nearly 40 years, the Pennsylvanian Health Care Cost Containment Council (PHC4) has served as an independent, nonpartisan source of health care data for policymakers, providers, purchasers, researchers, and patients.

By collecting and analyzing information on health care costs, quality, utilization, and hospital finances, PHC4 promotes transparency, supports evidence-based policymaking, and helps Pennsylvanians make informed health care decisions.

The law governing PHC4 as written includes a sunset provision that lends a great deal of unnecessary uncertainty to an agency that performs an ongoing and vital public function. Eliminating the sunset provision will provide continuity for PHC4's operations while preserving its existing statutory responsibilities, governance structure, and accountability.
