With every major economic innovation, there have been times of workforce uncertainty and displacement. Artificial Intelligence (AI) is no different, as it has rapidly expanded in the last few years and has already begun to displace workers, with estimates of 87,000 jobs cut in 2026.
 
Companies that are creating AI models and products are projecting a range of employment impacts, varying from the elimination of millions of jobs across the U.S. from automation of tasks to worker re-training to adapt to AI across industries. Some estimates project that by 2030 10-15% of the jobs in the United States will be eliminated due to AI. If AI is going to be one of these major economic innovations, then our General Assembly needs information to make policy decisions on how this will impact Pennsylvania workers. We owe it to Pennsylvanians to take measured and calculated steps, so the impact on the workforce can be minimal.  
 
For this reason, we will be introducing legislation that would direct the Secretaries of Labor and Industry and Community and Economic Development to complete a report to the General Assembly that identifies the impact of Artificial Intelligence on the Commonwealth.
 
This report will:
identify the industries where AI will result in the enhancement of a worker’s capability,
identify industries where workers may be replaced or most impacted by AI,
report on how Commonwealth workers will be affected by AI,
analyze the skills and training needed for workers to use AI, and
provide recommendations to alleviate worker displacement.
