By their very nature, power plants are long-term investments that demand regulatory certainty in order to be built and continue to exist.  At a time when our grid is desperate for power where we desperately need to maintain all the power we have while bringing a lot more reliable power generation online to keep the grid stable and help keep electricity prices down, regulatory certainty is critical. 
 
This legislation would allow the Pennsylvania Public Utility Commission to designate certain energy generation projects as priority projects, those that generate more than 200 megawatts of energy.  A designation as a priority project would allow the project to receive environmental permits that they need to operate for a period of 25 years, unless federal laws or regulations require modification of the permit.
 
Providing this certainty would take a significant development risk off the table and make new investment in Pennsylvania energy generation more viable and less expensive, while maintaining appropriate environmental protections.  This will also bring a significant amount of jobs and investments to our communities.  Pennsylvania has the experience, resources, and ability to solve the challenges that we are facing in the energy space, if we allow our industry and workers to lead the way.
