In 1968, Civil Disorder Authority was created to assist with potential property losses that may have occurred from civil unrest of that era. The Authority was intended to act as a pass-through entity for federal assistance dollars. Fortunately, the Authority was not needed and therefore never came into existence.

Today, we have the Pennsylvania Emergency Management Council and Pennsylvania Emergency Management Agency to prepare for and coordinate disaster-related actions between local and state governments.

My legislation would repeal this obsolete 58-year-old law by deleting the appropriate sections of the Pennsylvania Fair Plan Act, where the Civil Disorder Authority was established.
